As already pointed out in other comments, a good way is to create a playlist containing all songs using Music app on Mac (or iTunes on PC). This playlist can then be downloaded at once on iPhone.

Just one detail, in case anyone else encounters the same issue: when trying to add all songs to this playlist, I got a warning, more or less saying that "cloud playlists" can only contain "cloud (Apple Music) songs" (since I also have "local music" on my Mac).To filter the songs which are actually Apple Music songs, I had to do the following:

• in Music app (on Mac), in the navigation bar to the left, select Library > Songs

• go to View > Show View Options

• below "File", activate "Kind", close the options window

• click the header of the "Kind" column (to sort by file kind)

• select only the songs with Kind "Apple Music AAC audio file" and drag them to the playlist

2. Use the Search bar at the top to type “Top.” We’re looking for the Top 25 Playlist shortcut.
   
   
3. Add the Top 25 Playlist to your shortcuts. Then, open it.
   
   
4. Set your parameters. Increase the number of songs you want to download (this part may take a while).
   
   
5. Go to the Music app and tap on the Playlist you created.
   
   
6. Tap the three dots in the upper right corner.

All your songs will download automatically. The only drawback to this method is that you have to increase the number of songs you want to download in step 4. But, it beats adding songs to a playlist one-by-one.

1. Before starting the process, make sure that your PC has the latest version of iTunes installed. If you have a Mac, it should run MacOS Catalina or a later operating system.
2. If you’re on a Windows PC, open iTunes. Mac users can simply go to “Music.”
   
   
3. Click on “File” and navigate to the “New” option. When the menu expands, choose “Smart Playlist.” You’ll see a pop-up box prompting you to choose rules. These rules determine which tracks will go into the new playlist.
   
   
4. If “Match for the following rule” is already checked, leave it as is. If the box is unchecked, make sure to click on it.
   
   
5. There will be three menus beneath the “Match for the following rule” line. You’ll need to enter proper values in each one to continue.

8. Enter “00:00” in the final box. This will ensure that all songs get into the playlist.
   
   
9. Uncheck the “Limit to” option.
   
   
10. Finally, ensure that “Live updating” is checked so that even the newest songs enter the playlist. Hit the “OK” button.
    
    
11. You’ll be prompted to name the new playlist. Make sure to choose a name you’ll recognize immediately.
12. After you’ve done all the previous steps, the playlist you’ve created will contain every song you have in Apple Music. Now you can download all tracks to your iPhone from the “Playlists” section of your music library.
