Windows malicious software removal tool x64 not installing

On my Win 7 Pro 64-bit production machine, MS updates is prompting me to install:
Windows Malicious Software Removal Tool x64 – v5.83 (KB890830)

    MSRT is meant to check (and clean) your PC when you update Windows every month. I always run it and have never had an issue, nor a report from MSRT indicating an issue.

    The MSRT tool is safe. It will be sent now every 3 months instead of monthly. HTH

    Have already installed it on 3 PCs running Windows 7.

    I intend to install the Windows MSRT along with the other two September CUs when the MS-DEFON reaches 3 or better.

    The MSRT has been around for years, hence the low KB number.  It checks for a number of known nasties, and is perfectly safe.  It gets updated and reissued from time to time, but retains the same KB number.  When a new version arrives via Windows Update, it runs silently in the background (that’s why “installing” may seem to take a long time), but once installed you can manually run it in the foreground at any time and display its results.  It’s at C:\Windows\System32\MSRT.exe.  For convenience, you can create a shortcut if you want.

Windows Malicious Software Removal Tool not downloading


Windows Malicious Software Removal Tool for Windows 8, 8.1, 10 and Windows Server 2012, 2012 R2 x64 Edition - September 2015 (KB890830) is not downloading. Update has been stuck at 3% since 9/9/2015. Cumulative Updates for Win 10 Pro were downloaded and successfully installed on the aforementioned date, after restart. Anybody facing the same problem? Suggestions are welcome. Screenshot has been attached for evidence.
