The San Bernardino County Assessor-RecorderClerk will be closing its offices to the public and will be providing services exclusively via mail, email or phone, effective Wednesday, March 18th until further notice. This is a precautionary measure being taken to help slow the spread of COVID-19.

“I encourage San Bernardino County residents to visit our website and utilize the many services offered via mail, email and phone,” said San Bernardino County Assessor-Recorder Bob Dutton.
“While our offices will not be open to the public, regular department operations will continue to ensure customer service requests are processed.”
All services, with the exception of the issuance of marriage licenses and performance of marriage ceremonies, will remain available and processed by mail, email or phone. Marriage services will be discontinued until further notice.

The California Constitution provides a $7,000 reduction in the taxable value for a qualifying owner-occupied home. The home must have been the principal place of residence of the owner on the lien date, January 1st.

To claim the exemption, the homeowner must make a one-time filing with the county assessor where the property is located. The claim form, BOE-266, Claim for Homeowners' Property Tax Exemption, is available from the county assessor.

A person filing for the first time on a property may file anytime after the property or claimant becomes eligible, but no later than February 15 to receive the full exemption for that year.

Homeowners' Exemption claimants are responsible for notifying the assessor when they are no longer eligible for the exemption. December 10th is the last day to terminate the Homeowners' Exemption without penalty; the assessor should receive notice of ineligibility by that date.

      Mortgage companies do not usually pay the supplemental tax bill(s).  They are the responsibility of the new property owner.

      You will normally receive your new supplemental tax bill(s) within 6 to 9 months of purchasing the property.

      The supplemental tax bill(s) will be pro-rated from the date of purchase through July 1st of that year.

      (Depending on when you purchase your property, and when the property is re-assessed, you may receive 2 supplemental tax bills).

  • Homeowners Exemption - Property that is owned and occupied as your principal place of residence as of the lien date (January 1st) may qualify for an exemption of $7,000 of assessed value.  The Assessor will send you a Homeowner Exemption form in 2 to 3 months from your purchase date. Should you not receive a Homeowner Exemption form after 4 months please contact the Assessor's office.

Differences between the Treasurer - Tax Collector and the Assessor

There is frequently some confusion about the different roles of the Treasurer-Tax Collector and the Assessor.   They are two different elected officials serving the public in different roles.
