It is a rather mean joke. Vegetable can mean someone who had a terrible injury or sickness. Sometimes they stay in a wheelchair. Therefore "vegetable" has two meanings.

Keep in mind vegetable is a very rude way to describe someone who is sick.Don't use that term normally to refer to other people, or they will think you're being mean and hurtful.
To be honest, as an English native speaker I didn't even understand this until I saw the responses, so don't feel discouraged that you didn't get it.
