Joseph Mondy, spokesman for Cigna Systems, said he applauds what Kaiser Permanente is doing.

Mondy said that while Cigna provides general health information on its Web site, it found its members preferred a personalized Web portal with customized health information delivered directly to them.

Kellie Bernell, corporate communications spokeswoman for Thousand Oaks, Calif.-based Wellpoint, said that while it has a members-only section, which provides among other things information on physician performance, Wellpoint provides resources on its Web site that the public can access through its healthy living section.

Bradford Holmes, research director for Forrester Research, noted that 28 percent of consumers look to the Internet for information.

While he said there continues to be a disappointing dearth of content on health plan Web sites, Kaiser Permanente's initiative is defintely a "step in the right direction." Holmes pointed out, however, that Kaiser Permanente's "virtual public service" would be more significant if consumers could access such information that would allow them to compare one Kaiser Permanente hospital or clinic to another or one Kaiser Permanente physician to another.

"These kinds of services allow consumers to make decisions and effectively vote with their feet," Holmes concluded.
